Services Offered by the Private Industry Council…
In order to understand the structure of the PIC, it is helpful to
view it like a company. Within this company are several divisions; each
division is responsible for developing, providing and improving its own
specialized product or service. Employment and training services are
available to "eligible PIC participants" only. Other services, such as
Labor Market Information
and Employer Services, are available at little or no cost to members of
the community.
Presently, the Private Industry Council has five divisions:
Adult/Reemployment
Division
Youth Division

Employer Services Division
Adult/Reemployment Division
Offers a variety of services related to job development for people
22 years of age and older who meet certain eligibility criteria.
Services include:
- Job Search Assistance – Internet access for job search;
postings for local job opportunities; access to our extensive Career
Resource Center for job search information; local labor market
information.
- Resume Development – Individual instruction for updating
and creating dynamic and functional resumes that get employers’
attention.
- Career Goal Assessment – Help in determining interests,
aptitudes, transferable skills and appropriate career direction;
assistance developing a personal portfolio as a basis for launching new
career directions.
- Career Counseling – Individualized assistance in
developing unique career strategies; dynamic barrier resolution to
ensure all necessary resources are in place for success; cooperative
career exploration to determine the best fit for individual needs.
- Training – For a variety of career areas, based on local
labor market demand; through local vendors or distance learning
programs;
classroom and internet-based instruction; on-the-job with local
employers
through job development.
Eligibility Criteria are as follow:
- Income Eligible - Previous six months’ income falls
below
federally set limit. Applicant and/or family member of applicant is
receiving
certain types of public assistance.
- Dislocated Worker – Applicant is unemployed due to a
plant/business closure or massive layoff in a declining industry.
Youth
Division
Provides training, services, and work experience opportunities for
local youth (age 14-21). These customers meet eligibility criteria tied
to low skills, in-school or out of school, at-risk of dropping out of
school or have
graduated but are undereducated. Services provided are as follow:
- Tutoring, study skills training and instruction, leading to
completion of secondary school, including dropout prevention strategies
- Alternative secondary school services, as appropriate
- Summer employment opportunities that are directly linked to
academic and occupational learning
- As appropriate, paid and unpaid work experiences, including
internships and job shadowing
- Occupational skill training, as appropriate
- Leadership development opportunities, which may include community
service and peer-centered activities encouraging responsibility and
other positive social behaviors during non-school hours, as appropriate
- Support services
- Adult mentoring for the period of participation and a subsequent
period, for a total of not less than 12 months
- Follow-up services for not less than 12 months after the
completion of participation, as appropriate
- Comprehensive guidance and counseling, which may include drug and
alcohol abuse counseling and referral, as appropriate.
Career Resource Center
The Career Resource Center is located within the San Luis Obispo
PIC offices and is available to "PIC-eligible" participants. The
guiding
rule of the Career Resource Center is to provide a balanced mixture of
up-to-date technology using a personal touch.
The center provides:
- A complete career library with information about occupations and
careers; training, education, and financial assistance, job search
strategies
and the local labor market.
- Referrals to other resources within the community.
- A computer lab to provide basic to general computer literacy
training.
- Internet access, including access to CalJOBS.
- Self service computer terminals with Windows 95 and Office 97
capabilities.
- Instruction and assistance in resume preparation and
professional portfolio development.
- Assistance with career and job assessment.
- Mock interview sessions.
- Career and personal development workshops.
- Entrepreneurial information.

Labor Market Information Division
Each year, PIC studies 20 various occupations and presents the
results in an annual
Occupational Outlook Report . The goal of this project is to
improve the match between employer labor market needs and the
qualifications of job seekers. Information published in this report is
based on surveys of local employers. Our most recent edition is a
compilation of four years of research, profiling 79 occupations. This

Access the Employment
Development Department/Labor Market Information Division for a
wealth of data and industry projections for our county and other areas
of California.
This division has also published a Training Directory for San Luis
Obispo and Santa Barbara counties. This directory will be available
